The International Criminal Court (ICC) is an intergovernmental organization and international tribunal that sits in The Hague, Netherlands. Its jurisdiction is to prosecute individuals for the gravest crimes of concern to the international community as a whole, namely genocide, war crimes, crimes against humanity, and the crime of aggression. Membership in the ICC is voluntary, and the number of member states fluctuates as countries join or withdraw.

Understanding ICC Membership

It's crucial to understand that ICC membership doesn't automatically mean a country's citizens are subject to ICC jurisdiction in all circumstances. Jurisdiction is complex and depends on several factors, including:

• The nationality of the accused: The ICC can prosecute individuals of member states, regardless of where the crime occurred. However, there are specific requirements related to the cooperation of states.
• The location of the crime: The crime must have occurred on the territory of a member state, or by a national of a member state, or a crime referred to the Court by the UN Security Council.
• Acceptance of the Court's jurisdiction: A state may accept the Court's jurisdiction through declarations or agreements.

Therefore, while the list below shows countries that have ratified the Rome Statute – the treaty establishing the ICC – it's not a simple indicator of complete and unfettered jurisdiction for every citizen of every member state in all situations.
